Kongsvinger Lutheran Church operates through an elected council by the congregation, under the guidance of the pastor, and the established constitution and bylaws of Kongsvinger Lutheran Church and the American Association of Lutheran Churches.
The council body is comprised of church officers and senior member of the Board of Deacons, senior member of the Board of Education, and senior member of the Board of Trustees.

Pastor Chris and Barbara Rosebrough come to Kongsvinger Lutheran Church by way of Southern California. These two high school freshmen met in 1982, fell in love and united in Holy Matrimony in 1988. From this union, God blessed them with three children, Joshua, Christina, and Faith. Joshua, a US Navy veteran, is pursuing higher education in Indiana. Christina, and her son Benjamin live in Grand Forks ND. Faith assists at the church and at home while she considers higher education as well. Pastor Chris and Barbara Rosebrough graduated from Concordia University, Irvine California in 1994.
Pastor Rosebrough is a bi-vocational theologian and is a recognized voice in Confessional Lutheranism. Pastor Rosebrough is the Captain of Pirate Christian Radio and the host of Fighting for the Faith. Fighting for the Faith is a Christ-Centered and Cross-Focused daily apologetics internet-radio program with a global audience.
Pastor Rosebrough is also a regular guest on Issues Etc. radio program and often lectures throughout the country on subjects pertaining to American Evangelicalism. He has lectured at such notable conferences as the Issues Etc Making the Case Conference, and the Reformation Montana Conference.
Pastor Rosebrough’s greatest passion is to preach and teach the Gospel, and the call to pastor a church has been a lifelong goal. He and Barbara are very thankful to be at Kongsvinger Lutheran Church, Oslo MN and look forward to many years of service.
